Federal Acquisition Regulation FAR as of 01/2011 CCH Editorial Staff 9780808024385 Books Reviews
With 2,017 thin pages of small font, this Federal Acquisition Regulation (FAR) book is intended to be used as a reference. It's all free online, and you can view it in larger font on your screen. There are reasons to get this book for some people, but I think the vast majority of users will find the online FAR sufficient.
You can get this book free in either HTML or PDF format. I prefer PDF. Also, you'll then be able to use search functions nicely. For this reason, even if you get the book, it's advisable to get the soft copy. Also, the FAR gets updated from time to time, which is why used book copies lose value quickly.
To me the value in getting the book is first to more easily grasp the nature of this document in terms of organization. This is a "chapter and verse" book. It has Subchapters A through H (comparable to chapters in a textbook). The Subchapters are divided into Parts, but the Parts are sequential regardless of Subchapter. For example, if you cite Part 46, everybody can know that you're referring to Quality Assurance, because Part 46 can only occur once in the FAR. Subchapter G contains Part 42 through Part 51. Further, Parts are divided by 4-digit numbers. Each of those numbers can be broken down by lower case letters. Each of those lower case letters can be broken down by integer numbers.
Another benefit in having a physical copy is you can mark it up and insert your own sticky notes. A lot of users tend to return to the same 6 or 7 issues, and never have an urgency requiring referral to most of the rest of the FAR.
Whatever you think about the FAR, don't think it's the only word on federal government contracting. There are voluminous supplements to the FAR such as the Defense Federal Acquisition Regulation Supplement (DFARS). Drill down further and there are examples such as the Army Federal Acquisition Regulation Supplement (AFARS). Nobody can know it all. Also, some areas of the federal government aren't subject to the FAR such as the United States Postal Service and the Federal Aviation Administration.
The types of professions that need to use the FAR a lot are government contracting officers, contract administrators working for government contractors and attorneys practicing government contract law (I always thought this must be a lucrative area because these attorneys tend to command really high rates and their cases can involve a lot of billing hours).
One of the unique things you learn from reading within the FAR is the nature of the U.S. government as a customer. It's the biggest customer in the world. It also has more rights in a contract than a commercial customer typically, including the right to terminate any contract if it feels doing so would serve its best interests. When you do business for or with the federal government, you should have some understanding of the FAR depending on your role.
I ordered this product for our client - it was delivered on time. The client was very pleased.
Thanks!
This is a smaller version of the Federal Acquisition Regulation used by most Government Agencies for Procurement and Acquisition of Supplies and Services. While it does not have updates, the updates are usually small anyway. This desktop version is excellent for travel and relocation.
